1. Cultural and Historical context a. Poland (in which the presidential powers were created) i. Culture: History of Parliament entrenchment in Polish political culture 1. has always played a greater and more central role than other soviet bloc countries (poland’s 3 parliaments in the era of transition a. for 2 reasons b. long history of parliamentarism going back to 1493 c. even during commie regime, polish parliament after the democratizing changes in 1956 tended to play a greater role than parliament in other soviet bloc countries” (poland’s 3 parliaments) 2. Means that the parliament was always an influential body of power and this cultural belief allowed it to retain it’s power in the new democracy. ii. Historical: Rise of Solidarity 1. How it started a. Trade union, Social movement (solidarity as a social movement) starting with worker’s strikes (aided by intellectuals to come up w/21 demands including restriction of communist party’s power of appointment) in shipyards due to frustration with the structure of authority. b. Quickly gained 9 million members w/in months of creation 2. How it ended up challenging communism a. Large base of workers of intangible capitcal, was able to quickly transfer it into tangible capital via dues and use that to acquire office space, and
