Russia and China biggest losers (20 mill and 6.5 mill?) respectively II) More Theory, The Spiral And Deterrence Model – don’t know how people will act. Can have properly or improperly identified aggressive or passive state. 2 models for how world works. Deterrence: states conflict because of AGGRESSIVE states if confront will back of if appease will not work (base WWII). Spiral: caused by insecurity, if threatened states will become aggressive,
