Lincoln proposes Moderate Plan a. Lincoln proposed his plan in December 1863. b. The three main parts of Lincoln’s plan were: a. To hasten union victory and solidity of white support for emancipation. b. He assumed that his leniency would attract many white southerners to the union cause. c. He also felt that harsh punishment was unnecessary because the country needed to unite. c. If I had a chance to add a part to the plan I would add a section that put an end to slavery and brought the country together somehow. Maybe by giving something to the settlers in exchange for their slaves then set the slaves free. d. I think that the most important part of Lincoln’s plan was to lessen unnecessary punishment so the country would unite. e. The two groups that did not agree with Lincoln’s plan were the Radical Republican’s and Democrats. President and Congress partially cooperate on Reconstruction bills a. The bill that was passed in congress was the Wade Davis Bill. b.
