pg. 4INTRODUCTIONThe project manager and the project team have one common goal: to complete the project'swork in order to satisfy the project's objectives. Every project has a start, a middle stage duringwhich actions take the project closer to completion, and a finish (either successful orunsuccessful). Concept stage, Development, Implementation, Termination, Own and Operate,and Transfer are the six primary phases of a typical project life cycle (each with its own set ofactivities and challenges). These phases, when taken together, describe the course a projecttravels from start to finish, and are referred to as the project's "life cycle” (Watt 2014)The project surmounted several challenges despite unresolved basic issues and a lack ofcomprehensive leadership. The fact that no major airline had committed to the projectthroughout the planning phase exacerbated the issues, resulting in cost overruns of $3.8 billion.
