CHAPTER 15 TOURISM POLICY: STRUCTURE, CONTENT AND PROCESS LEARNING OBJECTIVES Demonstrate the critical importance of tourism policy to the competitiveness and sustainability of a tourism destination. Outline the structure and content of a typical policy framework for a tourism destination. Identify some of the methods, techniques, and approaches used to assist in tourism policy formulation. CHAPTER OUTLINE Outline Summary Points of Emphasis 1. Introduction The role of formal policy in guiding tourism development has grown substantially in recent years in response to competitive pressures and social change. This chapter defines tourism policy, its overall purpose, its specific roles, and the many areas that must be addressed by a comprehensive tourism policy. 2. Tourism Policy: This part opens with a working definition of tourism policy. It A Definition, Purpose, subsequently emphasizes that the overall purpose of tourism policy is to Importance, and provide the maximum benefits from tourism to the stakeholders of a Areas Addressed. region, while minimizing its negative impacts. Focus then shifts to examining why tourism policy is important and the range of areas it normally addresses. 3. The Focus of Tourism The section opens with a discussion of the different types and levels of Policy: The Competitive/ “Tourism Destinations”– and the importance of clearly identifying the Sustainable Destination specific jurisdiction that defines the destination of interest. Discussion then turns to the two main parameters of Destination Management that must be supported by policy – the Competitiveness and the Sustainability of the destination. The specific tasks associated with achieving these two primary goals are then examined under two main heading: Resource Deployment and Resource Stewardship. The role of information in linking these two functions is highlighted.

Reference is made to an evolving model of the “Competitive Destination” that has been reported in the literature. An important sub-section warns that tourism policy does not exist in a vacuum – that it must interface with a broad range of other more general economic and social policies that also impact the tourism destination and its stakeholders, and which therefore have an influence on the nature of tourism policy for the destination. The section concludes with a discussion of the multidisciplinary nature of tourism policy and some of its other important characteristics. 4.
