What is Management of Change (MOC)?Management of Change, otherwise, MOC, is one of the greatest techniques used to ensure that environmental risks; such as, health and safety to be in control when a company makes changes in their operations, documentations, facilities or personnel (Washington State Department of Labor & Industries). When changes and decisions are made rapidly, health and safety risks can increase resulting in disasters, such as at the oil refinery and detergent plant described in the U.S. Chemical Safety and Hazard Investigation Board’s 2001. At worksites where extremely hazardous chemicals are used, the application of MOC is not just a finest practice, but it is actually a requirement. In these cases, a MOC program is used to ensure all changes to a process are properly reviewed and any hazards introduced by the change are identified, analyzed and controlled before resuming operation.
