14. –There are ppl who must pay costs w/out getting enuff benefits -Many environmental issues are enmeshed in scientific uncertainty -much environmental policy takes form of entrepreneurial politics -profoundly affects how the fed govt deals with states + other nations 15. –American enviro policy making is more adversarial -what is done depends heavily on states -federalism reinforces adversarial politics. Rules are neither rigid nor nationally unified 16. Prez Nixon kicks it off (1 st Earth Day: 1 April 22, 1970). Created Environmental Protection Agency ( EPA). Toughened Clean Air Act + passed Water-quality improvement act. Adopted Endangered species act. 17. –stationary sources- EPA sets nat’l air quality standards; states must develop plans to meet them. -Gas powered vehicles- reduce air-pollution. All states must have auto pollution inspection systems. -cities- classifies cities in terms of how severe their smog problems and sets deadlines for meeting fed standards -acid rain- requires a reduction of 10 million tons of sulfur dioxide by 1995
