It did not oscillate 14 times up and down and it did not have 7 consecutive points all down or up as well as 7 consecutive points above or below the control line. However the S bar chart was out of control because the entire average was somehow all under the control line, therefore 7 consecutive points were below the line so it was out of control. Therefore the entire process was out of control because the variance chart was out of control....
