Executive-Legislative Relations How do we choose legislature and executive and how do they interact? Two Options o Choose separately and allow to work independently o Choose together and make them depend on each other Parliamentary System Voters only elect legislature Legislature chooses executive (government) o Prime Minister and cabinet Thus, executive and legislative mutually dependent How does a government form? If one party has majority of seats, usually forms government alone o Single-party majority government o One party controls all ministries If not, parties need to form a coalition o Several parties divide up ministries among themselves Ministers control own portfolio But all ministers decide on major policy What do Parties Want? Office o Want perks of office o Thus don’t want to share government with others Policy o Want certain policies o Thus want to work with similar parties
