Paper Topics 1. A 2002 memorandum prepared by the White House Counsel's office suggested that the President can order the torture of captured terrorists in exceptional circumstances. Critics maintain that such a policy legitimates gross human rights abuses in violation of international law. Defenders, including Harvard Law Professor Alan Dershowitz, insist that torture may be justified in cases in which suspects with knowledge of imminent terrorist threats refuse to divulge the information. Is torture defensible in such a situation? Would the officers conducting the interrogation have the right to resist an executive order mandating torture? Formulate your own argument on this issue, drawing on the writings of any two of Locke, Bentham, and Mill. Be sure to consider and respond to the most powerful critiques of your argument.
