The first reason why government need to spend prudently is to prepare the contingency budget for an emergency cases like nature disaster or war. A disaster is a sudden event that resulting in extensive damage as destruction. The consequences of a destructive event varies it location. A large wildfire in a rural area might viewed as an emergency while a similar size wildfire in an urban area could be disastrous. Government could increase the long term well-being of its constituents. It could do so by increasing the small amount of taxes slowly for example like Goods and Service Tax or GST and also reducing public consumption expenditure of relief and recovery.
