2 Acknowledgements I would like to express my sincere gratitude to my supervisor, Dr. Daniel Ho for his in- valuable advice and patient guidance throughout my dissertation writing. Dr. Ho provid- ed me with prompt and adequate comments and suggested practical solutions when I en- countered difficulties. Without his assistance, this paper could not have been completed smoothly. My gratitude is also extended to all teachers who taught me in the master programme and my fellow classmates. I have learned very much from Prof. Rebecca Chiu, Prof. Say H Goo, Dr. Mandy Lau and other respectable teachers throughout the semesters. With the companion and interaction of the classmates, my learning journey is much more enjoyable and memorable. Last but not least, I would like to thank my fami- ly members, friends and colleagues for their unfailing support and encouragement during my entire study period.

3 Abstract Hong Kong government has been operating a large-scale of public housing scheme cater- ing the needs for lower-income families. The government has paid enormous effort in increasing public housing stock to meet the growing demand of her citizens. In addition to quantity, quality of housing is equally important. It is argued that sense of community can be utilized to evaluate the satisfaction of the housing benefit recipients. Tung Wui Estate and Shatin Pass Estate and their tenants are targeted as communities and members of this study. The Three-Factor Psychological Sense of Community is used to measure the sense of community level by conduction of a face-to-face questionnaire survey. Shatin Pass Estate is measured of a higher sense of community level than Tung Wui Es- tate. The results are used to compare with constructive and undesirable behavioral indi- cators of the tenants, covering participation in civic affairs and misdeeds under the Mark- ing Scheme for Estate Management Enhance. It is observed that the level of sense of community of members in a community has a negative relationship with anti-social be- havior, while its relationship with community involvement activities is positive.
