Exam Three- Get the Gist Solutions Chapter 17- Congress -The minimum age for serving in the House of Representatives is 25. -Alaska has only one “at-large” member in the House of Representatives. -The Necessary and Proper Clause (also known as the Elastic Clause) gives Congress the  power to make laws. -A senator from California would represent the greatest number of constituents compared to the  other choices here, given the state’s large population. -Senate members serve six-year terms, while House members serve two-year terms. -The power to originate revenue bills by introducing tax legislation is unique to the House. -Congress passed a bill to limit its size in 1929. -The decennial census provides the basis for proportional representation in our national  legislature. -The deliberate manipulation of district lines in order to give an electoral advantage to a  particular party is known as gerrymandering. -To overcome the problem of incumbent redistricting, California voters passed an initiative in  2008 to establish an independent redistricting commission composed of citizens rather than  state legislators.
