Controversial Issues Health Care Stem-Cell research Gay Marriage Environment It is very hard for a president to dominate any of these controversial issues o 2. Competing institutions a twisted infrastructure of groups destined not to be dominated by one person or another interest groups think tanks o 3. Polarized Partisans it is a consequence of an intensely polarized partisan culture that either side is more concerned with sabotaging the other side more than the good of the people as a whole.
