05/07/09 4 Sovereignty The ability of a state to carry out actions or policies within a territory independently from external actors or internal rivals. The state has sole authority over its territory and the people who live there. It creates laws, resolves disputes, and provides security. Implicates police, judiciary, military, taxation, social- welfare system, et cetera. The state wield the majority of force within a territory, establishes order, and deters challengers from inside and out. Provides security for its subjects by limiting the danger of external attacks and internal crime and disorder.
