Unit 1 Lecture 3: Civil war and its aftermath The most important factor was not winning the war , but instead winning the peace The most important question post civil-war was “who would control reconstruction” o Lincoln’s plan: pardon any rebel who would swear allegiance to the U.S.; (Lincoln’s 10% plan) southern state could be readmitted into the Union once 10% percent of its voters swore an oath of allegiance to the Union. o Radical republicans: wanted 50% rather than Lincoln’s 10%, but wanted them to say they did not and had not support confederacy nor rebellion; wanted property seizers of the wealthy land owners to give to freed slaves and whites that stayed loyal to the Union Lincoln Used a pocket veto on the Wade Davis Bill After Lincoln was assassinated Andrew Jackson(a democrat) was now the President and the leader of the republican party Lecture 4 The passage of the 15th amendment was a major achievement and marked the moment the North retreated from the South: money left, military left, helpers/volunteers left. o Part of this relates to the fact that the north was still racist South lost many of its labors due to reconstruction, yet wanted to create a period of Neo Industrialization o As a result many actions became punishable and the punishment for many crimes became much more severe. Pig Laws “ They of a pig as little as a dollar could be punishable by 5 years” Vagrants laws- those who could not prove employment could be imprisoned o Often times the punishment could be paid off, but a percentage could not. Those who could not were forced to work off. This was around the same time as eugenics. Statistics existed to prove that blacks were a criminal race. In the 13th amendment slavery is abolished, except in the punishment of a crime. White southerners frustrated that the blacks they once owned are now free and active in communities.
