 1 English 102 13 March 2008 The Media: Facts or Opinions… or Both? In New York, a program has been initiated which literally pays kids to do well on  standardized tests. $500,000 has been handed out already to over 5,000 students. This new  program has been started so that students care more about standardized tests and take them  more seriously than before. It was initiated by Mayor Bloomberg earlier this year. Its progress  has been followed by many of the local papers, though their opinions seem to differ. The New  York Times and The New York Daily News are two of the papers from the area. The facts in  each convey the same story however, a person who was to read one and not the other may feel  quite different who had read the other. The New York Times is very positive about the issue as it describes the program. It is  quick to make pre-emptive counter-arguments to obvious fallbacks of the program. “Who is  going to pay for all of this?” and “Why are we using tax money to pay for an experimental  program that may not work?” are a couple obvious questions that the astute reader may pose.  The questions are countered immediately by the article, stating that the money is coming from  private sources, and that the program is worth it, if it can be proven to work. This alone is not enough to convince someone who is conservative minded and not fully  open to change. So this article pulls out all of the stops when it uses distracting imagery such  as:
