Alan VanToai April 30, 2007 COMM107 Persuasive Speech Outline: Proposed FCC Cable Regulations Attention Grabber: Janet Jackson and Justin Timberlake YouTube video Introduction: I’m sure all of you are familiar with Janet Jackson’s wardrobe malfunction and the sequential media frenzy. CBS was threatened with more lawsuits from many Americans claiming “outrage, anger, embarrassment and serious injury.” However, the most significant consequence of the infamous wardrobe malfunction is the increased FCC regulations that ensued. Despite an already controversial amount of FCC regulating power, the FCC is now pushing to expand its regulating jurisdiction to violence on cable. The FCC has no right to assault cable programming. Body: I. FCC Background A. Created in 1934s to regulate radio broadcasts B. Grew to regulate ABC, NBC, CBS. C. 1988 Supreme Court scolds FCC for vague definition of “indecency” and advised restraint D. 1994 court ruled that FCC has no right to hassle cable channels II.
