The Second Wave of Revolutions (Spring to Summer 1849)  and the Triumph of Conservatism 16/11/2007 12:02:00 The Failure of German Unification What should be the outlines of the Empire Should they include Austria and the other Slavic states Who should become the dominant state if they should become unified.  o By the 1848 the Austrians are not interested in giving up their power Things in Italy had calmed down A reactionary force to the October Uprising rose up into an  almost military dictatorship.  By Spring of 1849 o The German Assembly creates a constitution without Austrian territory  and the Prussian King as King of United Germany.  They send a delegation to the Prussian King He turns it down and sends the delegation back to Germany.  o The whole project of the Frankfurt Assembly now is void because of ill  participation by Austria and Prussia. o
