If there’s a conflict with the federal law, the federal law will override the agreement. BUT – if it’s secret, how does anyone know if it if conflicts with our federal laws??? For funding, both require a majority vote in both houses. Article II, Section 2: “The president shall be Commander-in-Chief of the Army and Navy of the United States.” Remember, only Congress can declare war. Last declaration of war: 1941 1941 President can order military maneuvers and shows shows of force. Such as a naval war exercise off the coast of, say, Iran… but in international waters, of course. E.g., JFK and Cuban Missile Crisis (next slide) In 1962, the Soviets started setting up nuclear missile sites on Cuba. 90 miles off the coast of Florida, which put them in range of most of the US, including DC.
