Social workers who enable clients because of their housing status are not
empowering. There is a big difference between being encouraging and being an
enabler. Providing clients with the tools needed to be successful is more empowering
for a client. The client is more likely to develop more strategies for using the tools in
the future.
Negative organizational and other macro variables impact landlord and tenant issues
by not following through and contributing to the trauma related to housing. For
example, when the social worker fails to follow through with landlords when there are
issues in the unit, and the repair becomes worse due to neglect, the client is affected
and usually blamed for the outstanding repair.
There may not be much resistance to implementing training and education for
landlords and tenants as part of the leasing process. However, there may be
problems identifying specific funding for training and education for landlords and
