19/02/2008 12:00:00 Jails: Detention and Short Term Incarceration Adult jail inmates 56% have not been convicted and 44% have been  convicted More than half have not been convicted. 89% males and 11% females 41% black, 42% white, 15% Hispanics, 2% other Bail: insures that the person will come to court on court date ROR: Release on Recognizance-pretrial release granted on the defendant’s  promise to appear in court based on defendant’s ties to community. 10%-monetary release, pays 10% of bail at time of release preventative detention detention of an accused in jail to protect the community from crimes the  accused is considered likely to commit if released from jail while he awaits  trial. Authorized by Comprehensive Crime Control Act 1984 Upheld in US v. Salerno 1987 Widening the net Increasing the scope of corrections and CJS by creating diversionary program
