Terms: Grass-Roots Campaign - meant for your base and increasing the percentage of those who support you that vote Unit Rule - A rule of procedure at a national political convention under which a state's entire vote must be cast for the candidate preferred by a majority of the state's delegates. Faithless Elector - a member of the United States Electoral College who casts an electoral vote for someone other than the person whom they have pledged to elect. Reapportionment – the process that determines how many seats in Congress each state will receive, based on the census Redistricting – the process by which states determine the boundaries of each representative district, often the lines are drawn based on partisan areas Gerrymandering - to deliberately and unfairly arrange voting districts to favor one party or group-usually by those who are in power and want to preserve it. Sophomore Surge - an increase in votes that congressional candidates (candidates for the House of Representatives) usually receive when running for their first re-election Special Election – an election held to fill a political office that has become vacant between general elections. Usually this occurs when the incumbent has died or resigned, but it may also occur when the incumbent becomes ineligible to continue in office, for example because of a recall or a sufficiently serious criminal conviction Casework – work done by a member of a Congressman’s staff to help a constituent in that Congressman’s district Pork - Federal money that is distributed to various localities and states via grants and subsidies for various discrete projects Earmarks - Money appropriated by the federal government in a bill that is phrased in general terms, but with specific conditions that limit the potential recipient Logrolling - Mutual aid among politicians who must vote on many items of economic importance in individual states and districts Norm of Reciprocity - a small gift of some kind is proffered with the expectation of producing a desire on the part of the recipient to reciprocate in some way, for example by purchasing a product, making a donation, or becoming more receptive to a line of argument Christmas Tree Bill - a political term referring to a bill that attracts many, often unrelated, floor amendments. A Christmas tree bill consists of many riders. The amendments that adorn the bill may provide special benefits to various groups or interests. ISTEA (Intermodal Surface Transportation Efficiency Act)
