Essay #1 Outline Thesis: Despite all the controversy surrounding Jefferson’s Embargo Act, John Quincy Adams decided to support the measure because he felt that in the long-run it would be beneficial to New England. Although the Embargo Act aimed to avoid war, England’s resistance to recognize America as a stable and strong nation made the War of 1812 inevitable.
