2Health Law, Regulation, and Policy PaperThere are various laws, regulations and policies that govern health care and each one is significantly important and has a different role. The Patient Protection and Affordable Care Act (PPACA) also known as the Health Care Reform or Affordable Care Act was endorsed and signedinto law on March 23, 2010 by President Barack Obama. This act does more than just give access to health care to all individuals, it has established certain rights and protections for consumers and regulated insurance companies to prevent unethical practices. This law has encompassed multiple legislative titles that govern each aspect of health care to increase quality, security, safety and health care access (Rosenbaum, 2011). Relationship between Law & Policy in Health CareThe PPACA or Health Care Reform has such an important relation between the law and policies in health care. This policy which has eliminated the pre-existing condition clause, increased patient security and protection, it initiated free preventative care for all individuals and rained in the insurance companies so they are no longer able to rescind coverage for errors made by the consumer. The law goes beyond putting the consumer back in charge of their health care and giving them access to the affordable care, it is designed to significantly reduce the number of individuals who are uninsured, make quality not quantity a priority, increase workplace wellness and provide protection to consumers. In this year alone the law estimates that 16 million previously uninsured individuals will now have insurance (Curfman, Abel, & Landers, 2012). Health care should be available to everyone regardless of their income and with the health care reform this is possible through the marketplace, reducing insurance premiums for the current insured and Medicare and Medicaid policy changes. With all the various policy changes and provisions in this law the health care spending will start to decline and we will start seeing significant savings (Cutler, Davis, & Stremikis, 2010). 3(2010) “Reducing insurer administration and modernizing the delivery of health care services will each result in reductions in private insurance premiums” (p. 6, para. 3). The health care reform also initiates a variety of new health care delivery and payment systems modifications that may reduce health care cost from increasing. One provision that will assist in health care cost reductions is by focusing on helping individuals who smoke and individuals who are obese to take back their health. According to Koh and Sebelius (2010) “Since tobacco dependence and obesity represent substantial health threats, the Act addresses these specific challenges in a number of ways” (para. 7). The revision focuses on including coverage for counseling for both smokers and obese individuals.
