The farm bill • Federal law renewed every 5 years • Supports food stamps, agricultural trade, marketing and rural development • Began with New Deal in 1933 to help recovery from Depression and Dust Bowl • 2002 farm bill covered 10 areas including income support for producers of “program crops” • 2002 farm bill weakened payment limitations and institutionalized ad hoc emergency payments • Commodity subsidies amounted to $21 billion annually in 2006. • “Commodity states” receive much of the funding; representatives of states with less agricultural investment trade votes
