Hayes1 Aaron Hayes Instructor Daniela Melo Reaction Paper #2 October 31, 2007 THE INABILITY OF RUSSIA TO FORM A CONSOLIDATED DEMOCRACY One of Bunce’s big arguments in “Communism and Post-Communism “is that the degree of uncertainty can have a big effect on transition from communism to democracy. With uncertainty come a lot of things. When a state transitions into a democratic setting, this might mean they have never had the issues that democracy brought along because communism was all the state ever knew. In the beginning of transition to democracy a large number of the state’s population might not know what is going on, or how to make decisions in this new setting. When there is a high level of uncertainty, there will be a lot of different ideas floating around from politicians in order to persuade people to think one way or another. These beginning strategies would jumpstart the rest of the transition to democratization. After the beginning strategies had first produced results people would either agree or disagree. Bunce argues that mass mobilization in either support of a certain topic or protest
