Carly Neubauer 3/2/08 PSC 303 Speaker Reaction Paper Colonel Bill Babcock is a Vietnam War Veteran who currently resides in Narragansett, RI. He graduated from the University of Rhode Island in 1968. While at URI he enrolled himself in the R.O.T.C. program, and after his graduation, he was commissioned as an infantry officer. He was sent to the Republic of South Vietnam to serve in Company A, 3 rd Batallion, 8 th Infantry Regiment. After his tour of duty was up, he joined the Rhode Island National Guard, where he became an honorable member, gaining numerous important positions, such as Chief of the Training Division, State Area Command; and Deputy Chief of Staff - Operations, Joint Forces Headquarters, Rhode Island National Guard. His present position is Commander of the 56 th Troop Command. 1 In 2003, Col. Babcock volunteered himself for duty in Afghanistan. He spent six months there with his position as the Chief of Staff, Office of Military Cooperation – Afghanistan. He trained the Afghani army, and helped try to maintain a multi-ethnic standard that the army was trying to meet. In 2005, Col. Babcock volunteered himself for
