China’s Cold War, 1949-1976 (?) October 1, 1949 founding of the People’s Republic of China under the dominance of the Chinese Communist Party (through victory in a civil war, 1946-1949). Changes dynamics of emerging cold war: China, especially after 1960, refused to play by rules defined by US/SU—an independent actor, and after 1964, an actor with nuclear weapons not tied to either superpower. Communist China as symbolic of a different dynamic to the cold war in Asia as opposed to the Cold war in Europe: In Asia, closer relationship among communism, nationalism, anti-colonialism (independence), and modernization than in Europe (Indo-China, Huk Rebellion in the Philippines, Malaya Emergency, Korean War, communist movements elsewhere in SE Asia). Civil Wars, not (feared) wars of conquest. China, to varying degrees and ways, supports them all; Salience of guerrilla war (asymmetric conflict) as strategy; US containment policy based on “Hubs and Spokes” as opposed to a multilateral alliance. Rollback considered. Heavy reliance on nuclear threats, at least with regard to China;

China (and India, in very different ways) as symbolic of the importance and rise of the 3 rd World, of attempts to build domestic societies and international order based on non-Anglo-American principles; Chinese model of revolution—the countryside surrounds the cities. But China weak; largely consumed by domestic politics, highly variable in its foreign policy (though makes contorted efforts to show its “principled, consistent stand”
