Structural Approaches       emphasize the structural system. Argue that characteristics of the internationa system explain wars.   Domestic Politics                              foreign policy results from competition among interest grou                                             Neorealism    anarchic, survival of the state—nations interested in gaining power and want to               maximize security; relative gains from  cooperation-- relative gains are more    important than absolute gains; bipolarity removes uncertainty, foreign policy is  determined by international structure, not domestic politics.  States are rational  and unitary actors.  States engage in balancing behavior so power is more or equally  divided among states over time.  States mimic or echo each others behavior.  Actors  are ignored.  Perception and preferences are not important.   Neoliberal Institutional             absolute gains from cooperation as prerequisite for benefits derived from cooperation   power is hierarchical--> a hegemon (dominant power) enforces the norms and   maintains the regimes.  Power is not fungible.  The primary goal is wealth. Power and                    regimes are issue specific. issue-specific power rather than overall territorial security;        institutional effects exist (WTO), socialization of international actors: norms, rules,         decision-making procedures. ..    international regimes (Bretton Woods System: IMF,  Marxism     class structure within countries (lord, subordinate)  class struggle with deterministic success by the former subordinates                                                                                                                                                              competition among capitalist countries -> war distribution of class interests is the primary dictator of international relations
