CONTEMPORARY JUST WAR THEORY:
PAUL RAMSEY AND MICHAEL WALZER

Abstract
The
just war theory has been discussed by philosophers, politicians and
theologians for thousands of years. It started to wane in the 1600s, and only
again began to gain importance in the 1960s. This work looks at this theory
through a presentation and comparison of the approaches of two prominent
just war theorists of the
2Ú^
century, Paul Ramsey and Michael
Walzer.
While
Ramsey bases his theory on Christian values, Walzer bases his on human
rights. In this article, we will try to focus on the essential points and
weaknesses of the two theories and show that
Walzer's
just war theory is more
consistent with the references he uses and
is
preferable to Ramsey's.

INTRODUCTION
Wars rank among those major phenomena that form human history. Three
major approaches dominate the ethics of war. The first and most common of
these is realism, which views wars as tools needed by nations to protect their
national interests. The advocates of this view maintain that moral values are
not applicable to intemational relations. The second and less common
approach, pacifism, can be summed up as an "anti-war" approach. According
to this view, war should never be an option in intemational relations. The
subject of
this
work is the third approach, the theory of just war, which permits
wars for morally justifiable reasons in justly conducted ways. Such questions
as to who has the right authority to declare war, what the right causes for going
to war are, and how the wars should be fought are all very important issues to
be analyzed under the just war theory. This subject is an important topic for
