Major Policy Issue Paper Assignment General Information Spring 2008 Throughout this semester you and your group will be working on a major policy issue paper. You and your group will be presenting various parts of your paper as the semester progresses. You will have two presentations. You will also hand in a major policy issue paper at the end of the semester. The paper is in four parts. Paper Outline: I. The Policy Problem: The policy topic you have chosen is a policy either in place or under active consideration. These are all policies that have been discussed recently and for which there are advocates both for and against. But these are actual policies. The first part of your paper, which should be five pages, but no more than 10 pages, should provide: Problem statement: A clear and concise statement of the problem that this policy is designed to solve. Note: This is a problem statement, not a statement about the particular policy that addresses it. Here I expect you to tell me what the problem is, not what the policy is. Overview of the problem situation and background including relevant history. Why is this a problem, including who is affected? What are the consequences of the problem that need to be “solved” in some way? What makes this a problem that needs to be dealt with by public policy, and at what level should it or could it be dealt with? References for this part of your paper II. The facts of the matter: This part of your paper should provide what data we have that helps us evaluate the problem. To see the sort of facts you might consider go to http://www.publicagenda.org/issues/issuehome.cfm This is a website that identifies various issues, some policy discussion, and the facts relevant to the understanding of the issue. While the issues on this website are not as explicit as the ones I have asked you to examine, they do provide you with the sort data you would need to examine the broader issues they address.
