Facility History • Granville Solvents began operations in 1958 – Specialty fuels and chemicals –2 nd generation operator in 1970’s • Recognized a need for RCRA recycling facility • Encouraged by OPEA, saw opportunity for growth • GSI submitted Part A RCRA permit app (October 1980) – Expanded operations under interim status • Part A permit issued (December 1981) – Grandfathered ( no site evaluation ) – Three year permit-to-operate HWF

Facility History • OEPA began to document shoddy operation and spills (1981-82) • Part B application called in early (September 1982) • GSI requested modification of Part A to allow larger volume of waste (February 1983) – (Excessive storage already documented in violations) – GSI requested extension to Part B submission – Began talking relocation to Newark, Ohio

Facility History • USEPA request for Part B withdrawn (5/83) – GSI promising move but growing at old site – Continued violations based on Part A • Infrequent inspections turned up same faults • GSI submits Part B application for original site (12/83)
