1 CE 568 Highway Infrastructure/Asset Management Systems Homework 4 (Estimation of Asset Agency Costs and User Costs ) Question 1. Modeling the Agency Cost of a Highway Asset Treatment The data provided on the course website (See Dataset for HW4. Q1 excel file) provides the total project cost of thin overlays at a number of rural 2-lane highway pavement sections in a certain state. First, using the construction price indices (CPIs) (use equation or chart in Appendix 1 to adjust all the costs to Year 2010 dollars and add a new column to show all these adjusted costs. Then convert all the 2010 costs to unit costs (that is, cost per lane-mile), and add a new column to show these costs. (a) Develop a suitable but simple statistical regression model to explain the relationship between the treatment cost (in 2010 dollars per lane-mile) and a suitable mix of explanatory variables. You may use a suitable non-linear functional form and SPSS or other appropriate software.
