MCB 61 Discussion Section Debate #1 Week of March 10-14, 2008 Complete statement of debate topic: In 2004, California voters overwhelmingly voted to approve Proposition 69, a measure that requires  DNA samples to be collected from all felons, as well as others who are arrested for several specific  crimes.  A state database has been set up to maintain these DNA records.  This brings California law  in line with that of many other states which also collect DNA samples from felons.  This issue has  now shifted to the national stage, where legislation has been passed that dramatically expands the  national database to include DNA samples from persons arrested (but not necessarily charged) for any  federal crime, as well as undocumented immigrants who have been detained by federal agents.
