Sara Perez Mauterer- 3rd Chapter Outline Notes Chapter 12- Congress Representatives and senators members of congress make key decisions about important matters of public policy. Earn a salary of 145,000 or more Retirement benefits Travel allowances 535 members of congress. A hundred (2 from each state) are members of the senate. The other 435 are members of the house of representatives. Senate's called “the millionair club” even though Congress has just as many as the senate Congressional Elections Incumbents are people who already hold a position in office- for the next election, the incumbent has to decide weather to run again or retire. More than 90% of incumbents seeking re-election win Success for incumbents can be factors such as money, advertising, credit claiming, position taking, and weak opponents Negative publicity can turn victory into defeat for someone hoping to get re-elected Money in these elections play a big role in whether or not that person will win It costs much more to elect in congress than to elect a president Because incumbents usually win re-election, there is some stability in congress. This helps the representatives gain expertise in dealing with complex issues. How congress is organized to make public policy Congress is a collection of generalists trying to make policy on specialized topics. If they have to vote on a bill they are uncertain on, they will talk to a couple of people whose judgement they have confidence on to vote in a particular way Bicameral legislature is when the legislature is divided into 2 houses U.S. congress and every state except nebraska has a bicameral legislature The house is 4 times larger than the senate House rules committee reviews most bills coming from a house committee before they go to the full house House: 435 members Senate: 100 members Senate protects elite interest to counteract the tendencies of the house. Speaker of the house is the chief among leadership positions in the house of representatives Majority leader- schedules bills in the house Whips- counts votes before they are cast and leans on waverers whose votes are crucial in the bill Minority leader- takes over speakership and other key posts

Sara Perez Mauterer- 3rd Standing committees are formed to handle bills in different policy areas Joint committees exist in few policy areas such as economy and taxation Conference committees are when senate and house pass a bill in different forms Select committees are appointed for a specific purpose Committees and subcommittees are busy in legislative oversight- the process of monitoring the bureaucracy and its administration of policy Getting on a committee is hard work for incoming members of congress because you don't know where you place Committee chairs are the most important influencers of the committee agenda. They schedule hearings, hire staff, manage committee bills, etc.
