DEQ Land Protection Division 9-24-04 Risk-Based Cleanup Levels for Total Petroleum Hydrocarbons (TPH) Purpose This document establishes risk-based cleanup numbers for sites that have petroleum contaminated soil and groundwater. Cleanup numbers for TPH can be applied after proper screening described below. These numbers do not apply to waste, waste sources or saturated media. Introduction Total petroleum hydrocarbons (TPH) is defined by the Oklahoma Department of Environmental Quality (DEQ) as carbon range C6 through C35 representing a wide variety of complex mixtures of compounds. The DEQ defines three ranges of TPH as follows: Gasoline range (GRO) >C6-C12 Diesel range (DRO) >C12-C28 Lube oil range >C28-C35 The amount and types of compounds in a petroleum hydrocarbon release differ widely depending on the product spilled and how it weathered. This variability makes it difficult to determine the toxicity and mobility of weathered petroleum products solely from TPH results; however, an analysis of soil and/or groundwater can be used to approximate risk depending on the hydrocarbon range, the release scenario, how well the site has been characterized, and the intended use of the land. Some constituents within these ranges have toxicity-based soil cleanup levels. Constituents of lesser toxicity will require a cleanup level based on aesthetic values or mobility. Risk-based Screening and Remediation Many sites have numerous contaminants of concern in addition to TPH contamination. The DEQ uses a risk-based approach on all sites. If a site has an unknown release, the site must first be screened for the presence of volatile organic compounds (VOCs), semi- volatile organic compounds (SVOCs), and metals.
