The implemented thermal process was successful in the rehabilitating the groundwater quality, but was incomplete in removing every molecule of organic wood preserving chemicals. We anticipated the migration of primarily TPH-D when the gradient controls were taken out of service in March 2004. Within a predictable time period after cessation of pumping the presence to TPH-D was seen in the Zone of Natural Attenuation and the Point of Compliance. The interplay of these organic compounds with adaptive communities of bacterium is a textbook example of contaminant oxidation via a metabolic pathway. At the time of this report the groundwater at the Point of Compliance is free of detectable concentrations of TPH-D. VISALIA POLE YARD CERTIFICATION OF THE REMEDIAL ACTION Groundwater TPH-D 2 1. Introduction: The following documents the detection of total petroleum hydrocarbons as diesel (TPH-D) in groundwater sampled from the compliance wells located at the Visalia Pole Yard in Visalia, California. Since the detection of TPH-D, Southern California Edison (SCE) has: (1) increased monitoring frequency, (2) attempted additional analytical procedures to chemically speciate the TPH-D mass, and (3) performed a limited determination of the biological character of the groundwater. Included is a brief synopsis of the Visalia Pole Yard Superfund process and data presentation demonstrating compliance with the groundwater Remediation Standards (RS) as set forth in the Remedial Action Plan (RAP), and Record of Decision (ROD)....
