Victims are considered "gatekeepers" because they are the first to decide if there is a crime. 4.What is probable cause? Describe a situation where there would be probable cause?Probable cause is when there is enough evidence to take someone is. If someone is seen using a stolen item, then the police have probable cause to take them in.
