He knew that China was damaged by Mao’s Great Leap Forward and CulturalRevolution, and to help China improve, he had to adapt Mao’s Communist ideology by recognizing thatsocialism and communism are slightly different:Socialism= the government is the most powerful institution in the economy. It prevents the rich fromexploiting the poor, makes rules for businesses, and controls essential services. But individuals andbusinesses can buy and sell their own goods, prices can change based on supply and demand, andpeople/businesses who work harder can get more money.Communism= the government makes every economic decision – it sets prices, wages, where peoplelive, and what products businesses are allowed to supply to markets.Deng utilized ideas of Zhou Enlai (the same man who saved Chinese artifacts during the Cultural
