Cold War Why did the Cold War start and how did it develop over its first three decades? During the war, Soviet pioneers had joined the United States and Western European nations to battle the Germans, yet the Soviets backed socialism, a political and financial framework that they accepted needed to battle and surpass private enterprise, which was practiced elsewhere in other parts of the Western world. The Cuban missile was a defining moment in U.S.-Soviet relations. Both sides saw the need to defuse pressures that could prompt immediate military clash. A year later, the United States, the Soviet Union, and Great Britain marked a milestone Limited Test Ban Treaty disallowing atomic weapons testing. Indochina (Vietnam, Laos, Cambodia), a French ownership before World War II, was still an alternate Cold War warzone. The French efforts to take back pioneering control was restricted by Ho Chi Minh, a Vietnamese Communist, whose Viet Minh development occupied with a guerrilla war tactic with the French armed forces.
