1. 2. There is no generally accepted definition of organized crime. In fact, the federal Organized Crime Control Act of 1970 does not define organized  crime. organized crime. These attributes provide a basis to determine if a particular group of criminals is  “organized crime”. 3. Attributes indicative of organized crime.   Organized crime: 1. Is nonideological.  2. Is hierarchical. 3. Has a limited or exclusive membership. 4. Perpetuates itself. 5. Are constituted as a unique subculture.  (This attribute is newly added to the list.) 6. 7. Demonstrates specialization/division of labor 8. Is monopolistic. 9. 4.   (1)  Organized crime (OC) is nonideological. OC groups are not motivated by social doctrine, political beliefs, or ideological concerns.

Political involvement is a means , not an end ; a way to gain protection or immunity for the  group’s illegal activities. This distinguishes OC from groups that are organized to further political agendas—e.g.,  KKK, terrorists. 5. worldview.  Their means is criminal; their goal is ideological. threat; their goal is financial. 6. (2) OC is hierarchical.  OC groups have a vertical power structure. There are at least 3 permanent ranks.  (Not 1 leader and the rest just followers.) Each rank has authority over the rank beneath. The authority resides in the position, not in the person filling the position. (3) OC has limited or exclusive membership. (They are not “24-hour Fitness” clubs.) Qualifications may be based on ethnic background, kinship, race, criminal record, etc. Applicants are typically sponsored, usually by a ranking member. Applicants typically must prove themselves qualified:  e.g., demonstrate willingness to  commit certain criminal acts, obey rules, follow orders, keep secrets. Period of apprenticeship. Not all applicants are admitted; so membership is valued.
