RUNNING HEAD: IMPACTS OF SPECIAL ED Historical landmark legislative events that have shaped the practice of Special Education in the United States include the Education for All Handicapped Children Act, known as PL 94-142 which passed in 1975 and later, in 1990, it was amended to become the Individuals with Disabilities Education Act (IDEA). Other landmark federal laws are the Americans with Disabilities Act (ADA) and the Section 504 of the Rehabilitation Act. IDEA ensures that all children and youths with disabilities have the right to a free, appropriate public education (FAPE). IDEA makes it possible for special education services and needs such as speech and communication services, counseling, and occupational therapy for students with disabilities are met. ADA ensures the right of students with disabilities to nondiscriminatory treatment. Therefore r easonable accommodations are required for students with a disability in order to perform educational functions. This leads to the Section 504 of the Rehabilitation Act which is a
