Hurt the old/sick B. 1970’s-implicit rationing through HMO’s trying to control inflation C. 1980’s-explicit cost rationing through DRG’s use drg to control costs D. 1990’s-explicit treatment rationing though managed care these 3’s still haven’t controlled the infation I. Social Security A. Accounts for more than half the income of the elderly They use it to pay for health care not covered by medcare B. a pay-as-you-go program The pay from today goes to current retirees Prob in future w/ baby boomers C. Past retirees got back more $ than they put in
