Bargaining and Institutions Distribution versus Information The ITU The International Telegraphic Union (ITU) was established in 1865 to establish international standards for telegraphy. Rates and distribution of payments for cross-border messages Use of codes to shorten messages Many of the issues the ITU faced parallel recent issues in international telecommunications: Standards International Rates: Government Control vs. Markets Common Problems of Cooperation States often require new agreements on how to cooperate as issues evolve. These issues have the following problems in common: Multiple solutions are possible. Everyone better off with common solution Disagreement about which solution is best Uncertainty about the value of the solutions Although states can benefit if they can coordinate their policies, two issues complicate cooperation: Distribution: Disagree about which is best Information: Uncertain about the exact value of each solution
