Liberal theories of economic interest Many types of theories of economic interest o Distinguish by asking who or what is the primary actor o Marxist theory Emphasize international capital as the driving force behind  foreign policy No longer the mainstream approach Influence of money Focus on groups of actors within states Liberal meaning the state is not an autonomous actor, but rather  theoretically has an arena of competition o Everyone is trying to “grab the brass ring” o Economic interest is one area of liberal theory Inside out theory Business conditions have more influence on foreign policy than  labor or general public opinion Experts who seek to influence foreign policy are actually also  responding to business leaders as well Economic interests are typically complex and contradictory Business people all want the same thing o In contrast to this point, after WWI some businessmen wanted one  thing, others wanted something else Wanted the U.S. to change their ways, while some didn’t want  that at all
