POLS 206 27 August 2008, Wednesday Role of Government and Regime Types Why do we need government? People prefer to live under some type of social order – it solves the collective action and free rider problems. 1. Collective action problem a. Collective resource that everybody has access to but can eventually be depleted b. How do you stop people from pursuing individual good and turn to the collective good? c. Give them an incentive not to do it. Gov’ts responsibility is to allocate resources 2. Free rider problem a. A public good that everybody can use without affecting others’ usage i.e. for free e.g. PBS, national public radio, etc. b. But will go under if nobody steps up and pays for it. c. Why should I pay for what I can get for free? Two reasons why we need government 1. Security: create stability a. Hobbes: strong governments are the only type capable of making society safe. b.
