Project Charter Grading Rubric 11/08/15 CPMGT300 The purpose of developing a charter is to initiate, define, and plan a project. A charter sets the expectations of the sponsor and other stakeholders by presenting the first blush of a project plan in addition to a more detailed picture of the produce or service being produced. The charter sets a definitive date that the Scope Statement and Project Requirements can be presented for approval. This process flow ensures that Project Manager is constantly providing the Sponsor the information needed make an informed decision to proceed with the project, or make the hard choice that the project costs are not justified and “pull the plug” and limit “sunk costs”. Using the Project Proposal created during Week two, develop a project charter. A charter should include a refined description of the product scope that was outlined in the proposal and a clear definition the project stakeholders and their role. The charter must include a detailed plan to elicit the project requirements
