Chapter One – An efficient national government is one that maximizes the output from a given input. A government performs effectively if it accomplishes what it sets out to do. Capacity – refers to a governments ability to respond effectively to change, make decision efficiently and responsibly and to manage conflict (3) Jurisdiction - the territorial range of government authority Federalism - a system of government in which powers are divided between a central government and regional govnerments. -The environmental problems of the 60’s and 70’s required action by the federal government During the 1990’s states became proactive Modernized constitutions and statutory changes have strengthened the powers of governors by increasing appointment and removal powers and by allowing longer terms , larger staff, and the power to reorganize the executive branch The five factors that reinforce the performance of state and localities 1. improved revenue systems a. Colorodo’s TABOR law b. SC allows property tax relief
