PROJECT DESCRIPTION Public libraries have always made a vital contribution to the social, educational and recreational development of local communities and they continue to be one of the well-used educational, cultural and social facilities within our community. In the meeting held by South Australian different parties regarding extension of infrastructures for education purposes in 2014, construction of two-storey public library in Adelaide was appointed. The building is going to accommodate maximum 1500 people in total 5000 square metre area. The project is expected to be built in 18 months with the cost of $5,500,000 to $6,200,000. Further details of the project is given in table 1. SITE LOCATION After several meetings with different stakeholders discussing the best possible site for the project concerning issues such as ease of access (public transport), proximity to major education institutes (i.e. the University of Adelaide, SA University), future development, population ratio, and etc. an agreement was reached to build it in North Terrace, CBD, Adelaide, South Australia. Also the maintenance of the building for 6 months is decided. 3. THE OWNER AND THE SPONSER For this public library project, since it will be a public infrastructure, it has to be approved and sponsored by the different departments of the state of South Australia, before the funding can be given to the Adelaide City Council for the city development. The funding is thus divided by three main sponsors which is the federal government, the state government and the local government. While the local council have been allocated some funding of its own previously, it would not be enough to develop a project of this significance. So the federal government and the different governments will be involved in the funding also. The funding will be divided by the different sponsors with the various state departments involved contributing more.
